Mumbai 3.0 Map: Is Your Village in the Official 124?

Every week someone sends me a plot file. The cover says Mumbai 3.0. The seller says Mumbai 3.0. The price says Mumbai 3.0.

And then I open the 7/12 extract and the village is not in it.

Not in the notification. Not in the 124. Nowhere near the New Town boundary.

So here is the list itself. All 124 villages, straight out of the government gazette, with the taluka each one sits in. Check your village against it before you pay a single rupee of token.

Short answer: KSC New Town — the thing everyone calls Mumbai 3.0 — is exactly 124 revenue villages across three talukas of Raigad district. Pen contributes 88, Uran 29 and Panvel 7. The area is 323.44 sq.km, of which roughly 104 sq.km is actually developable. MMRDA has been the planning authority since 15 October 2024.

If a village is not one of those 124, the land is not in Mumbai 3.0. Ulwe is not in it. Neither is Pushpak Nagar, Dronagiri, Kharghar, Taloja, Kalamboli, Kamothe or Panvel city. Neither is the airport.

Where This List Comes From

This isn’t a compiled list. It’s the government’s own.

On 15 October 2024 the Urban Development Department published notification No. TPS-1221/2461/C.R.83/21/NTDA/UD-12 in the Maharashtra gazette. It designates the area as “KSC New Town” under section 113(1) of the MRTP Act, 1966, and appoints MMRDA as New Town Development Authority.

The village names sit in Schedule-B of that notification, numbered 1 to 124. What you see in the table below is that schedule, reproduced with the gazette’s own serial numbers and spellings. You can check every row against the source: the notification PDF on MMRDA’s website, or the NTDA present-status page.

Most pages that promise a Mumbai 3.0 map name six or seven villages and stop. I could not find one that publishes the full schedule. That is the only reason this page exists.

The Map: Three Talukas, Very Unequal Shares

The name misleads people. “Karnala-Sai-Chirner” points at three villages — Karnala and Sai in Panvel taluka, Chirner in Uran. So buyers assume the New Town is a Panvel-and-Uran story.

It’s mostly Pen.

Where the 124 came from — the areas they were carved out of

The notification lists each village’s prior notified area. CIDCO’s planning authority over the first two groups was withdrawn on 4 March 2024.

Pen taluka carries 88 of the 124 villages. Uran has 29, all of them on the coastal and port side where Atal Setu lands at Chirle. Panvel has just 7.

That matters for your timeline. The Panvel and Uran pockets sit closest to the airport, the sea bridge and existing roads. Pen is further south along NH-66, and it’s where most of the land — and most of the waiting — lives.

The Jayesh read: The three villages in the name are not where the land is. 71% of KSC sits in Pen taluka. If someone is selling you “the heart of Mumbai 3.0” in Pen, ask them which road reaches it and when — then read MMRDA’s own guidance that meaningful returns are unlikely inside five to ten years.

What Each Taluka Actually Feels Like

The three shares are not three versions of the same thing. They are three different buys.

Uran, 29 villages. Coastal, port-facing, and the side Atal Setu actually lands on at Chirle. JNPT and the container economy are next door. Chirner, Pirkone and Sarde sit here. This is where industrial and logistics demand will show up first, because it’s already showing up.

Panvel, 7 villages. The smallest share and the furthest along. Karnala sits on NH-66 with the fort and the bird sanctuary above it. Sai and Dighati are the names the city was partly christened after. Six of the seven already have sanctioned plans.

Pen, 88 villages. The land bank. Wadkhal junction, Hamrapur, Pen Rural, Washi. Farmland, creek edges and hill slopes, strung along NH-66 heading south. Cheapest entry in the New Town, and the longest wait by a wide margin.

One more thing worth knowing. KSC and NAINA are neighbours with different rulebooks. NAINA runs under CIDCO, where the betterment charge was cut to 0.05% for projects 1 and 2 and landowners are offered 40% back. KSC runs under MMRDA at 22.5%. Same airport, same sea bridge, two different deals.

What Living Here Looks Like Today

I should be blunt about this, because a map makes everything look imminent.

In most of these 124 villages there’s no school your child can walk to. No hospital that will take a 2 a.m. emergency. No reliable water line to a new building, no sewage network, no market beyond a village shop.

That’s normal for a greenfield city at year two. It’s also the thing nobody mentions on a site visit.

So the honest fear is not whether Mumbai 3.0 happens. It is whether your money sits in a field for a decade while your EMI runs every month. Raw land pays no rent. It has no tenant and almost no resale market until roads and water arrive.

My rule has not changed. Buy where you can live the life you already have. Invest separately, with money you won’t miss, where the life is still being built. Never blur the two.

The Panvel Seven — And Why They Are Ahead

Panvel taluka gives KSC only seven villages: Kelavane, Dighati, Sai, Barapada, Dolghar, Karnala and Kasar Bhat.

Six of those seven already have sanctioned development plans. Dighati, Sai, Barapada, Dolghar, Karnala, Kasar Bhat. Only Kelavane does not.

So the smallest taluka contribution is also the most planning-advanced pocket in the entire New Town. Nothing in Uran or Pen has reached that stage yet. When people ask me where KSC is actually moving, that’s the honest answer — and it is a seven-village answer, not a 124-village one.

Three Traps Inside This List

1. There are two villages called Koproli. Number 23 is in Uran taluka. Number 91 is in Pen taluka. They are different places, with different survey numbers and very different access. If your paperwork says Koproli, the taluka on the document decides which one you are buying.

2. On the list is not the same as inside the boundary. The notification carves out the 250 metre band surrounding Pen Municipal Council — the existing planning authority keeps that strip. So a Pen-area parcel can sit in a listed village and still fall outside MMRDA’s jurisdiction. Only the survey number settles it.

3. Adjacent is being sold as inside. The 124 were carved out of four earlier areas. 80 villages came from NAINA. 33 came from the Khopta New Town notified area. 9 came from the Raigad Regional Plan, and 2 from the Mumbai Metropolitan Regional Plan.

CIDCO’s planning powers over the first two groups were withdrawn on 4 March 2024. Everything outside those four groups stayed with CIDCO — Ulwe, Pushpak Nagar, Dronagiri, Kharghar, Taloja. Good areas, all of them. Just not KSC.

If Your Village Is On The List

Then MMRDA is your planning authority, and the rules came through a Government Resolution dated 16 March 2026.

You have three routes. Take 22.5% of your land back as developed plots. Take money, settled by mutual consent. Or take TDR or extra FSI. Consent goes in through MMRDA’s online consent form, open since 27 April 2026.

Very few have signed. Just over 160 landowners had consented by June 2026 — across all 124 villages. Some villages have opposed acquisition outright.

I understand why. NAINA landowners are offered 40% of their land back. KSC offers 22.5%. Same district, same airport, nearly half the share. Farmers can read both policies, and they have.

What I’d Check Before Buying Anything Here

Four things, in this order, and none of them takes long.

Find the village in the table above. Not a similar name. The exact name, with the right taluka. If it is absent, stop calling it Mumbai 3.0 and price it as ordinary Raigad land.

Match the survey number to the notified boundary. The village being listed is necessary, not sufficient. Ask for the 7/12 and the village map, then check the parcel against the notification plan.

Ask which of the four groups it came from. A NAINA-origin village has a planning history and sometimes a sanctioned DP. A Raigad Regional Plan village is starting from a blank sheet.

Match your money to the real horizon. MMRDA itself says five to ten years for meaningful returns. If you need the money back sooner, buy something you can live in instead — the current new residential projects in Panvel are already built and already connected.

Questions I Get About This List

How do I check if my village is in Mumbai 3.0?
Find it in the table on this page. All 124 names are reproduced exactly as they appear in Schedule-B of the Government of Maharashtra notification dated 15 October 2024. If the village is not in that list of 124, the land is not inside KSC New Town — whatever a brochure says. Then confirm the survey number, because a village can be on the list while a specific parcel sits outside the notified boundary.
How many villages are in each taluka?
Pen has 88, Uran has 29 and Panvel has 7. That adds to 124. Pen carries the bulk of the land area, which surprises most buyers — the name “Karnala-Sai-Chirner” points at Panvel and Uran villages, but the acreage is mostly Pen taluka.
Are Ulwe, Pushpak Nagar, Dronagiri or Kharghar part of KSC New Town?
No. None of them appears in the 124. Nor does Taloja, Kalamboli, Kamothe, Roadpali or Panvel city itself. Those are CIDCO and NAINA areas sitting north of the KSC boundary. They benefit from the same airport and the same sea bridge, but they are governed separately and they are not Mumbai 3.0.
Is the Navi Mumbai airport inside Mumbai 3.0?
No. The airport sits north of the notified boundary, in territory that is not among the 124 villages. It’s the reason KSC New Town exists — the land value it creates is what the plan is built to capture — but it is not part of the notified New Town.
Which KSC villages already have sanctioned development plans?
Six: Dighati, Sai, Barapada, Dolghar, Karnala and Kasar Bhat. Every one of them is in Panvel taluka. Panvel contributes only 7 villages to KSC, so 6 of those 7 are already plan-sanctioned — the most planning-advanced pocket in the whole New Town.
What happens to my land if my village is on the list?
MMRDA became the planning authority on 15 October 2024, and the Land Acquisition and Land Allocation policy came through a Government Resolution dated 16 March 2026. Landowners can take 22.5% of their land back as developed plots, or monetary compensation, or TDR/FSI. Consent is submitted online. Uptake has been slow — just over 160 landowners had consented by June 2026 across all 124 villages.

One Last Thing

A list like this is not meant to talk you out of Mumbai 3.0. It’s meant to stop you paying Mumbai 3.0 prices for land that is not in it.

Hiranandani Fortune City in Bhokarpada and La Mer One in Palaspe both sit on the KSC edge. And Riddhi Siddhi in Pushpak Nagar is about as close to the airport as you can buy today.
